On March 31, the Government of Malaysia initiated an anti-dumping investigation concerning imports of stranded steel wires for prestressing concrete (subject merchandise) originating or exported from the People’s Republic of China (PRC).
The anti-dumping investigation is done in accordance with the Countervailing and Anti-Dumping Duties Act, 1993 and Countervailing and Anti-Dumping Duties Regulation, 1994 based on a petition filed by Southern PC Steel Sdn. Bhd. on behalf of the domestic industry in Malaysia producing the like product.
The Government of Malaysia has conducted and completed a detailed investigation on producers and importers in Malaysia, as well as producers and/or exporters of the subject merchandise from PRC.
The Government of Malaysia has concluded the final determination of the anti-dumping investigation and found that the subject merchandise is being imported into Malaysia at a price lower than the selling price in PRC and causing material injury to the domestic industry in Malaysia producing the like product.
The Government has also decided to impose definitive anti-dumping duties on the importation of the subject merchandise from PRC, which is equivalent to the amount of the dumping margins determined as follows:
- Silvery Dragon Prestressed Materials Co.,Ltd. Tianjin 9.47%
- Tianjin Dalu Steel Strand For Prestressed Co., Ltd. 2.09%
- Other producers/exporters 21.72%
The Royal Malaysian Customs Department will enforce the collection of anti-dumping duties on the imports of the subject merchandise for a period of five (5) years, effective from December 25 2021 to December 24 2026. With the imposition of anti-dumping duties on imports of the subject merchandise from PRC, it is expected that the issue of unfair trade practices will be addressed.
