HSS Engineers the Preferred Partner of Japan’s OC Global

The engineering and project management consultant company signed a Memorandum of Understanding (MOU) to become a Preferred Partner to leading Japanese engineering consultancy firm Oriental Consultants Global Co. Ltd. (OC Global).

HSS and OC Global would collaborate on potential infrastructure projects in ASEAN, India and any other country including in the Middle East North Africa (MENA) region under the strategic partnership.

Both parties would prioritize activities in the transportation sector (particularly rails and mass transit), water resources and supply management, flood mitigation, as well as roads, highways and bridges.

To recap, the collaboration between both parties started since 2021 to provide construction supervision services for North-South Commuter Railway Extension project in Philippines, the first airport railway service in the country that links Clark International Airport to cities in Central Luzon and Metro Manila.

OC Global is 100% owned by Tokyo Stock Exchange-listed Oriental Consultants Holdings Co., Ltd. OC Global has implemented more than 3,000 projects in at least 150 countries worldwide, and employed 1,105 employees across Japan and overseas subsidiaries as at February 2022.

“Our fruitful cooperation with OC Global in recent years has become a stepping stone for HSS’ emergence as the first Malaysian-based engineering consultancy firm to form this preferred partnership today. This strategic collaboration affirms our engineering expertise thus far and illuminates the potential international opportunities in the future,” Tan Sri Ir. Kuna Sittampalam, Executive Vice Chairman of HSS Engineers Berhad said.

“One of the primary areas of our cooperation would be to spearhead and accelerate the implementation of JICA-funded infrastructure development projects in ASEAN, India and MENA. Hence, this win-win partnership leverages on HSS’ existing track record and network in the said regions, as well as OC Global’s long-standing working relationship with JICA,” he added.

“For HSS, this strategic partnership with OC Global represents a significant milestone on our regional expansion plan, as we are now equipped with an unparalleled opportunity to extend our engineering expertise to facilitate infrastructure development on a global scale,” he stressed.

Established in 1974, Japan International Cooperation Agency (JICA) is the primary Japanese governmental agency responsible for delivering Japan’s Official Development Assistance program to support socioeconomic development in developing countries across the globe. Japan had reportedly earmarked USD367 billion investments in various infrastructure projects in Southeast Asia.

HSS and OC Global are currently exploring opportunities to collaborate in undertaking Feasibility Study and Engineering Design Services for an Asian Development Bank-funded railway project in Bangladesh. This first joint undertaking could commence as early as the fourth quarter of 2022.

“We have witnessed how essential infrastructure in Malaysia has been instrumental in bringing about socio-economic expansion, and wish to replicate this in other countries to achieve all-round benefits for all stakeholders. Beyond facilitating the progress of our own nation, we believe that the time is now to enable further development of other countries in order to strengthen the collective prospects of the region,” Tan Sri Kuna Sittampalam commented.
