Faster Service for the People: Gov’t To Establish MyMudah Units To Strengthen Regulatory Ecosystem, Reducing Bureaucracy

The National Productivity Council (NPC) issued a report stating a total of 28 MyMudah Units have been established up to Sept 2022 in nine out of the 27 Ministries and 19 out of 269 government agencies.

The report was presented at the Business Facilitation Special Task Force Meeting (PEMUDAHA) on Sept 26.

Minister in the Prime Minister’s Department (Economy) Datuk Seri Mustapa Mohamed said this number is expected increase in the near future considering a number other ministries and agencies have also started effort to resolve issues faced by the people faster and to reduce backlog.

He added the government is also in the process of officially registering the MyMudah Units.

The setting up of the MyMudah units are based on the decision of the Economic Action Council Meeting (EAC) chaired by the Prime Minister on June 13 in efforts to strengthen its implementation in all Ministries, Federal Agencies, States, Local Authorities and Business Associations.

In a subsequent meeting of the EAC, it was decided every ministry adopt the unit to ensure work load issues can be resolved immediately.

The Economic Planning Unit (EPU) and the Malaysia Productivity Corporation (MPC), as the PEMUDAH secretariat, is actively facilitating the establishment of the MyMudah Units and among the current steps being taken to launch its establishment include:

– the MPC together with the relevant ministries, agencies, state governments, local councils and business associations will accelerate the establishment of the MyMudah Unit through engagement sessions, advisory and capacity building;

– The MPC will coordinate the issues received through the Technical Working Group under PEMUDAH to be registered and completed on the MyMudah platform;

– EPU and MPC will collaborate with the Public Services Department to examine the establishment guidelines and the implementation processes; and

– PEMUDAH is to ensure MyMudah units are established at all relevant ministries and agencies by the end of 2022.

The minister explained that the MyMudah unit works to implement regulatory review in a planned and thorough manner to improve the business environment in order to boost productivity and competitiveness across any industry. At the same time, the unit would improve transparency, efficiency and effectiveness in the delivery of regulations.

Business communities that are faced with issues related to bureaucratic red tape and undue regulatory burden are encouraged to channel feedback directly through the MyMudah Unit at the relevant business associations, which will then be extended to the MyMudah Unit at the Ministry, government agency, State Government, or the local council concerned.

The PEMUDAH meeting on Sept 26 also decided that the fee for an agent appointed by the Malaysian Insolvency Department (MdI) be set at a rate of RM500 for transfer of property ownership in respect of strata/grant titles that has been issued subject to all the documents submitted by the buyer being complete.

He explained that this consent is not retrospective as the agent can also still charge additional charges, costs and other expenses that the agent has to bear, for example in the case of retrieving a lost strata or grant.

In addition, the meeting also decided that the Government should strive to protect the rights of condominiums and apartments homebuyers by ensuring that the implementation of regulations related to the handing over of vacant possession of houses must be implemented simultaneously with strata ownership.

Mustapa added that The Office of the Director of Lands and Mines of the Federal Territory of Kuala Lumpur was selected as a benchmark for the implementation of this regulation. This rule has been introduced since June 2015 but there are still many developers who do not manage to issue both documents simultaneously.

“The Government, through PEMUDAH, will continue to play an aggressive role in facilitating and finding solutions to deal with bureaucratic red tape as well as the challenges faced by the ‘Keluarga Malaysia’ business community to speed up the national economic recovery and place the Malaysian economy on a stronger foundation.
