In light of a series of significant shocks in Malaysia’s labour market especially within the last three years, the International Public Employment Forum (IPEF 2023) is seen to be the best platform to emulate strategies to navigate the dynamics of employment moving forward.
IPEF 2023 will feature over 28 experts in their respective fields which also serves as a sharing avenue of market insights that will give tremendous benefits to employers. The essence of this sharing session from international and local experts through IPEF 2023 encompasses labour force empowerment, Technical and Vocational Training Education (TVET) as well as employment social and governance.

This three-day forum will be held from October 11-13, 2023 at the Kuala Lumpur Convention Centre (KLCC).
Human Resource Minister V. Sivakumar, in a statement today (Sept 19) said these needed changes are timely, considering the significant shock waves induced by COVID-19 pandemic that saw previous human resource management practices become obsolete.
“To ensure that current policies include human resource management, labour market supply and demand factors, as well as employee operations remain relevant. Various global companies are paving the way towarsd a new direction and in this regard, the aspects of best practices adopted by the World Bank, the International Social Security Association (ISSA), in addition to experts from various countries including Japan, Norway, Belgium and Germany will be the best guides in weathering the labour market shock.
The forum will also feature Minister Of Economy Rafizi Ramli, Khazanah Research Institute Advisor Prof Dr Jomo Kwame Sundaram and national bowling champion Datuk Shalin Zulkifli.
Various management experts from AirAsia, Shell, Post Malaysia and LinkedIn will also provide insights on the transformative labour market.
The participation fee to attend IPEF 2023 for those from the private sector can be claimed against the Human Resource Development Fund (HRDF) under the Training Assistance Scheme (SBL).
From the perspective of both employees and job seekers especially among fresh graduates, IPEF 2023 is organised based on the commitment of the Social Security Organization (PERKESO),an agency under the purview of the Ministry of Human Resources (MoHR), to provide a fresh outlook on labour market demand.
MoHR feels that greater awareness in these areas is needed to ensure the issue of job-mismatch is actively mitigated in Malaysia. Also, news skills and employer requirements, especially on specific types of skills and experiences will be among the highlights to be presented in a series of discussions at the event.
Lastly, MoHR highlighted, another segment of society that will be able to benefit from IPEF 2023 since its inception in 2021 are researchers from across Malaysia.
