Amir Hamzah: Resilient Financial System Key To Shared Prosperity

Financial institutions today operate across borders and legal systems, driving risks and their impacts to spread rapidly, said Second Finance Minister Datuk Seri Amir Hamzah Azizan. He highlighted that increasing regional integration emphasises the importance of closer cooperation within ASEAN.

Referring to a recent study by the ASEAN+3 Macroeconomic Research Office (AMRO), Amir Hamzah noted that systemic risk and contagion have grown following a surge in cross-border financial intermediation within the region. Overall, the analysis shows that claims and liabilities in ASEAN+3 have increased significantly, with substantial growth observed across the region.

“This underlines that our regional crisis response capacity must continue to advance through stronger collaboration, coordination and communication,” he said in his keynote at the 2025 National Resolution Symposium (NRS), organised by the Malaysia Deposit Insurance Corporation (PIDM) today.

Amir Hamzah added that the MADANI Economic Framework provides a holistic vision based on the values of dignity, sustainability and shared prosperity. Together, he said, these instruments reflect an integrated national commitment to building a resilient, inclusive and robust economy.

The framework’s strategy rests on three pillars: raising the ceiling by harnessing growth potential, innovation and excellence; strengthening the floor by improving living standards, social protection and well-being; and promoting good governance.

“The financial sector plays a crucial role in realising this vision, from supporting small businesses to driving digital innovation and expanding Islamic finance. As the government continues to strengthen fiscal resilience to deliver better public services, we expect the industry to work closely with PIDM and Bank Negara Malaysia to ensure Malaysia’s financial system remains a driver of progress rather than a source of disruption,” he said.

He also affirmed the government’s support for PIDM’s mission and urged financial institutions to be resilient and prepared for any eventuality. “The stability we enjoy today is built on the foresight of those before us. It is now our responsibility to strengthen that foundation,” he said.
