Tenaga Nasional Bhd (TNB), Electricité Du Laos (EDL) and Thailand’s Electricity Generating Authority (EGAT) have signed a tripartite Energy Wheeling Agreement Phase 2 (EWA Phase 2) to channel up to 100MW of renewable electricity from Laos to Singapore, with Thailand and Malaysia serving as transit countries.
The deal, part of the Laos-Thailand-Malaysia-Singapore Power Integration Project Phase 2 (LTMS-PIP 2.0), completes the full rollout of the initiative and doubles total traded capacity to as much as 200MW with additional supply from Malaysia to Singapore. The two-year pact leverages existing transmission interconnections across all four markets.
The agreement strengthens the ASEAN Power Grid (APG) vision by enabling multilateral energy flows, boosting regional energy security and advancing Southeast Asia’s energy transition through greater integration of clean power.
TNB President and CEO Datuk Ir Megat Jalaluddin Megat Hassan called EWA Phase 2 “another significant milestone” for APG and reaffirmed TNB’s commitment to regional energy cooperation and Malaysia’s transition agenda.
EDL’s Souksavart Sosouphanh said the project “advances the vision of APG” and supports regional clean energy security, while EGAT Governor Dr Narin Phoawanich noted the expanded cross-border trade “strengthens regional energy security… enhancing grid resilience and accelerating energy transition”.
The latest pact follows TNB’s Energy Supply Agreement with Keppel Electric in September 2024, and together they form the supply and wheeling backbone enabling renewable power from Laos to reach Singapore — advancing ASEAN’s push for sustainability, interconnection and long-term energy resilience.
