Construction has kicked off on the 300MWac Bestari Large-Scale Solar project in Kuala Selangor, set to become Malaysia’s biggest floating solar farm and among the largest in Southeast Asia upon completion.
Developed under the Large-Scale Solar 5 (LSS5) programme, the project will expand Malaysia’s renewable energy capacity and support the national target of achieving 40% renewable energy capacity by 2035, while strengthening Selangor’s green economy through sustainable land use, fresh investments and long-term socio-economic spillovers.
The project has been awarded to Bestari Solar Sdn Bhd, a consortium led by Worldwide Holdings Bhdm EDRA Power and Rotaka Engineering Services (M) Sdn Bhd, combining state-linked oversight, international clean energy expertise, and local engineering capabilities.
The Bestari development marks the group’s first floating photovoltaic project and is expected to serve as a regional reference model.
Selangor Menteri Besar Datuk Seri Amirudin Shari said the state prioritises investments that deliver durable value to both the economy and local communities.
“The Bestari Solar Project not only supports the national energy transition but also reflects Selangor’s commitment to a low-carbon economy and strengthens energy resilience for future growth,” he said.
Meanwhile, Worldwide Holdings group CEO Datin Paduka Norazlina Zakaria said execution will focus on safety, timeline discipline and build quality to ensure the project delivers its intended renewable output.
With an installed capacity of 460MWp, the solar farm is expected to generate about 640,000 MWh of clean electricity annually — enough to power more than 150,000 households — while lowering carbon emissions and enhancing national energy security.
The project is also set to catalyse investments, spur industrial activity and rehabilitate former mining land, while boosting local participation across the renewable energy value chain.
A 21-year Power Purchase Agreement was signed in March 2025 to supply renewable electricity to the national grid.
As of July 2025, Malaysia’s operational renewable energy capacity stood at 4.57GW, or about 17% of total installed capacity, with solar the largest contributor.
The LSS5 programme, with allocations of up to 2,000MW, is aimed at accelerating domestic solar industry growth and related economic activity.
