Aesthetic Providers Warned To Register With MOH Before Offering Health Services

The Ministry of Health (MOH) has warned aesthetic and healthcare service providers to ensure their premises are registered or licensed before offering treatment services, amid a growing number of complaints involving unlicensed operators.

The ministry said healthcare services may only be provided at premises registered or licensed under the Private Healthcare Facilities and Services Act 1998 (Act 586).

It said providing healthcare services at unregistered or unlicensed premises is an offence under the law and may result in a fine of up to RM500,000, imprisonment of up to six years, or both.

The warning follows an increase in complaints and enquiries regarding treatment activities and healthcare services allegedly being carried out at unregistered or unlicensed premises, including aesthetic medical services.

MOH said enforcement under Act 586 will continue to be strengthened through monitoring, investigations, intelligence-led operations and targeted enforcement actions in collaboration with state health departments and other relevant agencies.

Since 2021, the ministry has received more than 1,020 complaints involving healthcare services conducted at unregistered or unlicensed premises, with the number increasing each year.

“The increase in complaints reflects growing public concern, particularly regarding the qualifications of individuals providing such services,” it said.

Based on complaints received, MOH has conducted 320 raids on unregistered or unlicensed premises.

Of these, 126 investigation papers have been opened, while 194 cases were issued warnings and advisory notices. Another 70 cases are being prosecuted or have been brought before the courts.

The ministry urged members of the public and healthcare professionals to report suspected violations through its official channel to enable appropriate follow-up action.

MOH reiterated that patient safety, public welfare and the quality of healthcare services remain its top priorities and must be upheld by all parties.
