Malaysia, Hong Kong Renew Investment Partnership To Drive Two-Way Growth

Malaysia and Hong Kong have renewed their investment collaboration, strengthening a four-decade partnership aimed at driving two-way investment and opening new opportunities across ASEAN, the Greater Bay Area and Mainland China.

The renewed collaboration was done via a memorandum of understanding (MoU) signing between the Malaysian Investment Development Authority (MIDA) and Invest Hong Kong (InvestHK) during the “Hong Kong: Your Strategic Springboard to Chinese Mainland and Malaysia” business seminar in Kuala Lumpur.

The agreement, signed by MIDA Chief Executive Officer Datuk Sikh Shamsul Ibrahim Sikh Abdul Majid and InvestHK director-general of investment promotion Alpha Lau, updates the original 2014 MoU to reflect new areas of cooperation and the evolving priorities of both economies.

Under the renewed partnership, both agencies will jointly promote high value-added investment, facilitate Hong Kong companies investing in Malaysia and Malaysian businesses expanding into Hong Kong, while encouraging joint ventures, supply-chain integration and business-matching activities.

The collaboration will place particular focus on semiconductors and electronics, advanced manufacturing, the digital economy, new energy and pharmaceuticals.

“Hong Kong has been among Malaysia’s trusted investment partners for more than four decades,” Sikh Shamsul said, adding that the renewed partnership provides Hong Kong and Greater Bay Area investors with a gateway into ASEAN while giving Malaysian companies a bridge into Mainland China and global markets.

Hong Kong remains a major source of foreign investment for Malaysia. From 1980 to March 2026, nearly 1,000 manufacturing projects involving Hong Kong investors were approved, representing more than RM60 billion in investment and the potential creation of almost 197,000 jobs. In 2025 alone, Hong Kong ranked as Malaysia’s third-largest source of approved manufacturing investment, with projects valued at RM12.4 billion.

The renewed MoU also follows the establishment of the Hong Kong Economic and Trade Office in Kuala Lumpur in December 2025, further strengthening the platform for closer business and investment ties between the two markets.
