Yang di-Pertuan Besar Negeri Sembilan Tuanku Muhriz Tuanku Munawir has revoked the appointments of all state executive councillors with immediate effect after the palace said they had breached their oath of office.
The decision was announced in a statement by Comptroller of the Royal Household of Istana Besar Seri Menanti Datuk Azizi Mohamad Ali on Sunday night. The palace said the Exco members had breached their oath through their actions and statements on Sept 15.
The Exco members had taken their oath and signed their pledge of allegiance before Tuanku Muhriz on Aug 7 before being appointed to the state executive council.
Under Article XXXVIII(5) of the Laws of the Constitution of Negeri Sembilan 1959, an Exco member holds office at the pleasure of the Yang di-Pertuan Besar.
The palace said the Exco members had pledged allegiance to the Ruler and the Royal Institution, undertaken to protect and preserve the sovereignty of the state Constitution and acknowledged the authority vested in the Dewan Keadilan dan Undang Negeri Sembilan.
“They have breached that oath by their actions and statements on September 15,” the statement said.
Each of the affected Exco members was informed of the revocation individually in writing.
Following the decision, Menteri Besar Datuk Ismail Lasim has been instructed to submit a list of candidates for a new Exco line-up for Tuanku Muhriz’s consideration and consent under Article XXXVIII(2) of the state Constitution.
The palace also said Tuanku Muhriz expects the Menteri Besar to ensure that the administration of Negeri Sembilan continues without disruption and in accordance with the state Constitution, with the interests of the people safeguarded.
The revoked Exco line-up, appointed in August, comprised Datuk Mohd Faizal Ramli, Datuk Mustapha Nagoor, Datuk Zaifulbahri Idris, Siow Kong Choon, Siti Nur Umaira Hasim, Datuk Mohd Asna Amin, Datuk Mohd Razi Mohd Ali, Suhaimizan Bizar, Mohd Fairuz Mohd Isa and Datuk Razali Abu Samah.
The development follows a Sept 15 state Exco meeting at which all members reportedly supported a proclamation concerning Tuanku Muhriz’s position as Yang di-Pertuan Besar. Ismail had subsequently confirmed that the decision was made unanimously and that the state secretary had been instructed to proceed with gazetting it.
