TM Procurement Defends Policy Guidelines After 4A’s Called It Unreasonable

TM has defended its procurement policy after the advertising fraternity led by 4A’s brought to attention the non-refundable deposit for tender documents of RM5000 and refundable tender deposit of RM20,000 being unjustifiable.

The national telecommunication provider who is in the midst of tendering for three agencies as its creative partner, digital partner, and below-the-line partner said in response to the statement that it conducts its procurement ensuring fair and equal opportunities in all its business undertakings.

TM wants to lay to rest any protracted misgiving on the part of 4As Malaysia in its efforts in appointing a panel of creative agencies as partners.

It added, governed by its Procurement Policy, the TM procurement process undergoes continuous and rigorous review in consultation with the TM Board Tender Committee as part of our process and policy improvement. That all tender initiatives undertaken, adheres to its standard guidance, which provides a set of procedures to manage sourcing activities within TM and its subsidiaries, ensuring it collaborates with agencies that reflect the highest level of capacity and professionalism.

Any open tender exercise it said will be advertised via its corporate website and/or public communication channels with instructions clearly reflected in the advertisement for ease of reference by potential participants.

The group also said it will consider 4As Malaysia’s feedback as a measure to continually improve.
