Real Estate Associations Unite For Strata Housing Reform In 12th Malaysia Plan

Prime Minister Datuk Seri Anwar Ibrahim has tabled the 12th Malaysia Plan’s (12MP) Mid-Term Review (MTR) with the theme of Malaysia Madani: Sustainable, Prosperous, High-Income in the Dewan Rakyat.

The Malaysian Institute of Property and Facility Managers (MIPFM), the Malaysian Institute of Professional Estate Agents and Consultants (MIPEAC) and the Association of Valuers, Property Managers, Estate Agents and Property Consultants in the Private Sector Malaysia (PEPS) are proud to announce their unified support for the government’s comprehensive proposal in the Twelfth Malaysia Plan, 2021-2025 aimed at ‘Improving Strata Housing Management’ across the nation.

This effort emphasises the government’s commitment to ensuring safe, sustainable, and prosperous communities for all residents. These associations believed that Act 757 should require improvements and not a revamp from the current Act 757.

A comprehensive strata management framework has been provided for in the current Act 757; a revamp means turning the clock backwards and starting all over again.

As an association of Property and Facility Managers, the majority of MIPFM members are Registered Property Managers under the Board of Valuers, Appraisers, Estate Agents and Property Managers Malaysia (BOVAEP).

MIPFM supports refinements through amendments to the Strata Management Act 2013 [Act 757] to further strengthen the functions of the Joint Management Body (JMB) and Management Corporation (MC).

Among the proposed amendments will include requirements for all strata residences to be managed by a property manager registered under the Board of Valuers, Appraiser, Estate Agents and Property Managers Malaysia.

This will improve the standards of building maintenance and management as well as encourage good governance.

In addition, training programmes on good governance and mediation to manage conflicts will be conducted for committee members of JMBs and MCs to ensure accountable and efficient management of strata residences.

The proposal from the government to address issues related to strata housing represents a major step towards creating harmonious highrise living environments under the Malaysia Madani concept by enhancing the wellbeing of the rakyat towards achieving a just society.

It encompasses a range of initiatives that aim to elevate the quality of life for millions of strata property owners, occupiers and tenants.

The government is ready to enhancing governance by improving and streamlining strata property regulations. This proposal is a vital step toward addressing the challenges facing strata housing in our country.

These improvements will promote greater social harmony as well as safe, conducive and healthy living for the rakyat.

The joint real estate associations supporting this proposal are comprised of representatives from the Property and Facility Managers, property management firms, Estate Agents and Property Consultants.
