Government To Impose Anti-Dumping Duties For Cold Rolled Products On Japanese Firm

On 31 January 2023, the Government initiated an investigation on anti-dumping duties on imports of cold-rolled products of alloy or non-alloy steel of a width less than 1,300mm (cold-reduced) not clad, not plated or not coated (in coil, sheet, strip, hoop or any other forms) originating or exported from Japan. The investigation was initiated based on the petition filed by Mycron Steel CRC Sdn. Bhd. on behalf of the domestic industry. The investigation was carried out by the Government to determine the existence, degree and effect of dumping activities.

In accordance with the Countervailing and Anti-Dumping Duties Act 1993 and the Countervailing and Anti-Dumping Duties Regulations 1994, the Government said has completed the investigation and made a final determination that the imposition of the anti-dumping duties on cold rolled coils of alloy or non-alloy steel of a thickness between 0.20mm to 2.60mm and width between 700mm to 1,300mm excluding tin mill black plate or cold rolled coils imported for the purpose of automotive or electric and electronic end- usages originating or exported from Japan indicated Nippon Steel Corporation was 9.03% and others at 22.62%.

The Malaysian Government said the Royal Malaysian Customs Department will enforce the collection of the anti-dumping duties for a period of five years, effective 29 September 2023 to 28 September 2028. The imposition of anti-dumping duties on exports of subject merchandise from Japan is expected to address the unfair trade practices.

In addition to that, the Government has terminated the investigation and excluded from the imposition of anti-dumping duties for the foreign producers/exporters with de minimis dumping margin which are Daido Steel Co., Ltd. and JFE Steel Corporation.

Interested parties such as local producers, importers, foreign producers/exporters and associations related to the investigation can have access to the non-confidential version of the final determination report by submitting a written request to the Ministry of Investment.
