New MSQoS Starting April 1 Proposes 5Mbps Minimum For 5G Services

Deputy Communisations Minister Teo Nie Ching said the new Mandatory Services and Quality of Standards issued by the Malaysian Communications and Multimedia Commission will begin on April 1 where all wireless network service providers will be subjected to.

The MSQoS is a guideline set by the government under the Communications Ministry and MCMC to guide local telecommunication service providers on the level of service is expected of the providers to deliver. With the prevalent introduction of 5G, the MSQoS is revised to reflect of the new technology which are usually based on adoption and rollout targets set out by other countries for reference.

Under the new MSQoS, 4G upload throughput should be minimum 1 Mbps from January 1 2024 till December 2024 and raised to 1.3 Mbps from January 1 till December 2025.

As for 5G, MCMC s instructed that the upload throughput for each location measured must not be less than 5 Mbps averaged
based on all test samples.

In its proposal document, MCMC noted that for 4G and 5G latency should be at or not more than 100 ms measured between end user to the test server in Klang Valley averaged based on all test sample. For just 5G Latency should be at or not more than 40 ms measured between end user to the test server in Klang Valley averaged based on all test sample.

MCMC said implementing network utilisation QoS standards is to ensure optimal performance of the service provider’s network. It also enables the Commission to identify any potential bottlenecks or congestion on the network and ensure the service providers take the necessary steps to address them. This helps to maintain a high-quality user experience and improve the overall QoS.
