Ministry Enhances Access To PADU Registration At Over 1,000 Centres, Digital Outreach Program And Mobilised Squads: Rafizi

The development of the Main Database (PADU) was agreed in the Council of Ministers Meeting on 21 June 2023. The PADU is a strategic approach towards creating a more comprehensive and systematic aid implementation ecosystem.

This initiative will allow the people to receive benefits from the implementation of more planned and targeted policies.

The PADU system was inaugurated by the PM on January 2, 2024 and is open for citizens to register and update information until March 31, 2024. 2. PADU is one of the Major Shifts under the Half-Term Review of the Twelfth Malaysia Plan, 2021-2025.

Implementation of PADU will be the basis for the digitisation and innovation initiatives of Government services towards GovTech., Minister Economy Rafizi Ramli reminded the Dewan Rakyat today (Mar 26).

He added, as of March 24, 2024, a total of 7,715,559 million individuals have registered in the PADU system with Males numbering 4,110,060 individuals (53.2%) and Females as many as 3,615,480 individuals (46.8%).

To a question on the mechanism to increase and speed up registration of PADU raised by Dato’ Seri Dr. Wan Azizah Wan Ismail [Bandar Tun Razak], Rafizi said the Government has opened more physical counters involving as many as 911 National Information Dissemination Centers (Nadi) as well as 27 Urban Transformation Center (UTC) and Rural Transformation Center (RTC).

In addition, registration is also done at hotspots and strategic locations, including supermarkets, carnivals, community centers and public halls to facilitate access by the people.

The whole country approach is used in PADU operations through the active involvement of the State Government. Flying Squad is also mobilised in rural areas, areas where it is difficult for vulnerable people to access the internet through collaboration with strategic agencies, including the Orang Asli Development Department (JAKOA), Social Welfare Department (JKM), District and Local Government Offices.

The use of the Ministry’s Digital Outreach program facility to rural areas using Starlink and MyGov*Net satellite devices also helps in ensuring that no dropouts occur.

In addition, the Government is also working with MEASAT to use the ConnectMe Now satellite facility to provide citizens with internet access and DOSM offices to provide counter services. The use of the Digital Ministry’s Outreach program facility to remote areas using Starlink and MyGov* Net devices is also used to expand registration.

In terms of PADU system security, the PADU system development team led by the National Digital Department always works closely with various agencies that manage national cyber security and data privacy such as the Office of the Chief Government Security Officer (CGSO), the National Cyber Security Agency (NACSA), CyberSecurity Malaysia (CSM) and the Department of Personal Data Protection (JPDP) as well as the Ministry of Communications and Digital (KKD).

This strategic collaboration to ensure the prevention of data leakage and the protection of PADU data privacy is given high priority.

In addition, in the event of a data leak or cyberattack on the PADU system, the Government is also always ready to handle security incidents through the Computer Security Incident Response Team which will carry out an investigation into the cause of the incident in accordance with General Circular Number 4 of 2022 – Incident Management and Handling Public Cyber Security Sector.

In order to ensure that data integrity and data leakage are not committed by officers who have access to data, the evaluation of the officer’s integrity level will also be taken into account through the security screening process by the Office of the Chief Security Officer of the Government of Malaysia.

“The methods stated will ensure the safety of the PADU system against abuse, in addition to ensuring that no dropouts occur,” Rafizi added.
