The implementation of public-private partnership (PPP) projects has significantly boosted economic development in Selangor, with an estimated RM71 billion in private investment flowing into the state. Menteri Besar Dato’ Seri Amirudin Shari made this announcement during the launch of the Public-Private Cooperation Master Plan (Pikas) 2030.
Amirudin highlighted several major developments under the PPP initiative, including the Shah Alam Expressway, the Sungai Besi-Ulu Kelang Elevated Expressway, the Damansara-Shah Alam Elevated Expressway, and infrastructure projects like the Kinrara Fire and Rescue Station. He noted that these projects not only enhance key infrastructure but also bring substantial social benefits to the community.
One notable project is the expansion of terminals C10 to C17 in West Port, which is expected to generate an economic impact of RM55 billion and contribute RM19 billion to the state’s GDP. The concession agreement for this expansion was signed on December 8, 2023.
Amirudin emphasized that the PPP projects will create approximately 6,000 permanent jobs and should adhere to principles of sustainable, inclusive, and balanced development. He stressed the importance of considering environmental sustainability and ensuring equitable development between urban and rural areas.
The Menteri Besar expressed optimism that Pikas 2030, launched by Prime Minister Datuk Seri Anwar Ibrahim, will enhance collaboration between the Selangor and federal governments in future initiatives. Pikas 2030 aims to strengthen governance and project management through a PPP framework to drive economic growth while addressing fiscal challenges.
Meanwhile, Muhammad Razman Abu Samah, director-general of the Public-Private Partnership Unit (Ukas), noted the evolution of PPP since its inception in 1981. He mentioned that the previous master plan, the Privatisation Master Plan 1991, was developed 33 years ago.
Razman stated that the government is taking proactive steps to enhance existing PPP policies to align with current environmental and economic developments. The primary objective of Pikas 2030 is to establish a strong and sustainable PPP landscape that supports the nation’s overall well-being.
