Malaysia, as the ASEAN Chair for 2025, is leading efforts to ensure the Digital Economy Framework Agreement (DEFA) narrows the digital development gap among member states, said Minister of Investment, Trade and Industry Liew Chin Tong.
In response to a parliamentary question from Kuala Terengganu MP Datuk Ahmad Amzad Mohamed @ Hashim, Liew stated that DEFA is ASEAN’s first regional digital agreement, designed to standardise digital policies and facilitate seamless trade.
To achieve an inclusive digital transformation, Malaysia is implementing two key approaches:
- Capacity Building for ASEAN Members – Strengthening policy frameworks on advanced digitalisation, data management, and cybersecurity in trade.
- Phased Implementation of DEFA – Adopting a gradual rollout, similar to ASEAN’s Free Trade Agreements, to ensure smooth adoption across different economies.
“These measures will help ASEAN create a competitive and interconnected digital economy, while ensuring no member state is left behind,” Liew said.
Liew reaffirmed that Malaysia’s leadership in DEFA aligns with its national digital strategies and will ensure the region remains competitive while fostering sustainable economic growth.
