ASEAN Infrastructure Fund Unveils 2025-2028 Action Plan

The ASEAN Infrastructure Fund (AIF) has unveiled its Action Plan for 2025–2028, aimed at driving sustainable infrastructure projects across the region. The plan was endorsed at the 12th ASEAN Finance Ministers and Central Bank Governors Meeting in Kuala Lumpur, Malaysia, and marks a significant step towards expanding the fund’s financial capacity and influence.

The AIF, one of the region’s largest infrastructure financing initiatives, is backed by contributions from ASEAN member states and the Asian Development Bank (ADB). It is now poised to enter a new phase of growth, under Malaysia’s Chairmanship.

Finance Minister II, Senator Datuk Seri Amir Hamzah Azizan, stated that the endorsement will enhance ASEAN’s position as a global leader in governance and sustainable development. “The AIF Action Plan (2025 — 2028) will secure investor confidence and deliver tangible benefits through sustainable infrastructure projects,” he added.

The Action Plan’s priorities include expanding financial capacity, improving loan competitiveness, introducing innovative financing solutions, and increasing collaboration with Multilateral Development Banks.

The AIF has already committed over US$500 million and disbursed more than US$460 million to 15 projects in six ASEAN countries. Malaysia, as AIF Chair, is dedicated to advancing the plan, ensuring that infrastructure financing aligns with the region’s vision for a sustainable Southeast Asia.
