The 13th Malaysia Plan (13MP) will strengthen the country’s sustainable and inclusive development agenda, with a strong emphasis on housing, efficient construction systems and waste management, Housing and Local Government Minister Nga Kor Ming said today.
He said the plan, tabled by Prime Minister Datuk Seri Anwar Ibrahim last week, sets a clear roadmap for building one million affordable homes within the next decade through strategies such as the wider adoption of the Industrialised Building System (IBS) and Building Information Modelling (BIM).
“This approach improves efficiency and work quality while reducing costs, minimising material wastage and speeding up project completion,” Nga said in a statement. “The adoption of IBS and BIM will help lower construction costs, especially for public housing projects.”
To ensure inclusivity, Nga said the ministry is working on expanding transit-oriented development (TOD) for affordable housing, improving access to public transport, education and employment opportunities, particularly for the B40 group.
Other measures include the creation of an integrated housing information repository for data-driven planning, and a proposal to mandate developers to hand over strata titles upon vacant possession to protect homebuyers’ rights.
The ministry will also focus on the urban hardcore poor through programmes to rebuild and repair dilapidated homes, with 4,814 units repaired and 245 new homes built between 2023 and 2024, involving an allocation of RM104.4 million.
On solid waste management, Nga said KPKT will strengthen the circular economy to enhance efficiency and sustainability.
“All these initiatives under 13MP are in line with KPKT’s principle that no one is left behind or marginalised. 13MP provides an important foundation for realising more sustainable, inclusive and liveable cities for all,” he said.
