JPJ KPI Is Reducing Highway Fatality Not Number Of Summons Issued, Loke

Transport Minister Anthony Loke Siew Fook has clarified that the success of the Road Transport Department (JPJ) during festive operations is measured by the preservation of lives, not the volume of summons issued.

Loke addressed misconceptions held by the public and certain media outlets regarding the department’s primary objectives. The Minister emphasised that the Key Performance Indicator (KPI) for JPJ has been toward reducing road fatalities rather than hitting “summons quotas.”

“Our KPI is not to count the number of summons issued, but to bring down the number of fatalities on the highway during the peak festive period,” Loke stated. “The department’s job is not simply to penalise, but to ensure that every traveler reaches their destination safely.”

Loke noted that while enforcement is necessary to maintain order, a high number of summons is often a symptom of poor road behavior rather than a goal for the ministry. He urged the media to refrain from framing JPJ operations as “revenue-generating exercises,” but rather as a critical deterrent against life-threatening traffic violations.
