The finalisation of the ASEAN-Russia Strategic Programme on Trade and Investment Cooperation 2026-2035 marks an important step forward in bilateral economic relations but requires the right environment to translate plans into real outcomes, says Prime Minister Datuk Seri Anwar Ibrahim.
The programme, which is expected to be adopted later this year, will guide the next phase of cooperation between ASEAN and Russia, with a focus on trade, investment, emerging technologies and climate resilience.
Speaking at the ASEAN-Russia Business Forum, Anwar said frameworks alone would not be sufficient to drive meaningful progress.
“But frameworks alone are not enough. Governments can create the enabling conditions; they can establish policies, remove barriers, and facilitate collaboration.
“Yet it is businesses, investors, entrepreneurs, researchers, and innovators who will ultimately transform aspirations into outcomes,” he said.
Anwar said platforms such as the business forum, attended by more than 400 corporate and business leaders from both regions, play a key role in strengthening cooperation beyond discussions and turning ideas into tangible partnerships.
He also reiterated ASEAN’s commitment to a rules-based international trading system, stressing that economic progress should be built on cooperation and engagement rather than confrontation and exclusion.
“The multilateral trading system remains an indispensable pillar of global prosperity. Yet it must continue to evolve in response to contemporary realities while preserving its fundamental purpose: providing stability, predictability, and opportunity for all nations, regardless of size,” he said.
Anwar is currently in Kazan, Russia, for the ASEAN-Russia Commemorative Summit from June 17 to 18, where he is also expected to meet Russian President Vladimir Putin.
