The Public Services Department announced that the government has approved the implementation of the Hybrid Working Day as a new working norm for the civil service, effective 1 August 2026.
The initiative introduces a more flexible working arrangement for public servants without reducing the required working hours, as part of the government’s efforts to modernise public sector operations.
Under the arrangement, civil servants may work from home or from an alternative location approved by their respective heads of department for two days a week, while attending the office for the remaining three days.
The implementation will be subject to service requirements, the suitability of job functions and conditions set by the relevant departments.
The mandatory office attendance days will differ according to states based on their weekly rest days. For states observing Sunday as the weekly rest day, Monday and Friday will be designated as compulsory office attendance days.
Meanwhile, for states where Friday is the weekly rest day — namely Kedah, Kelantan and Terengganu — civil servants will be required to attend the office on Sunday and Thursday.
The government stressed that the HBH implementation would not affect essential public services, with counter services and functions requiring physical presence continuing as usual.
Sectors such as security, defence, education, healthcare and the judiciary will continue operating based on their operational requirements.
The government said monitoring mechanisms would be put in place to ensure integrity, performance and the quality of service delivery to the public remain at optimal levels.
