The Government has officially initiated an anti-dumping duty investigation into imports of flat-rolled products of alloy and non-alloy steel plated or coated with aluminium and zinc originating from or exported by China, Chinese Taipei (Taiwan), and Vietnam.
The move follows a written petition received on June 19, 2026, from local manufacturer NS BlueScope Malaysia Sdn. Bhd.. In its filing, the petitioner alleged that the subject products are being dumped into the Malaysian market at prices significantly lower than their domestic selling prices in the exporting nations.
NS BlueScope Malaysia further claimed that the absolute volume of these dumped steel imports has surged, causing material injury to domestic producers.
Following a review of the evidence submitted regarding dumping, injury, and the causal connection between the two, the government decided to proceed with a formal probe pursuant to Section 20 of the Countervailing and Anti-Dumping Duties Act 1993 (Act 504) and Regulation 7 of the Countervailing and Anti-Dumping Duties Regulations 1994.
To assess the merits of the petition, the government has established specific evaluation timelines:
- Period of Injury Determination (POID): January 1, 2023 – December 31, 2023 (Year 1) and January 1, 2024 – December 31, 2024 (Year 2)
- Period of Investigation (POI): January 1, 2025 – December 31, 2025 (Year 3)
In accordance with statutory timelines, the Ministry of Investment, Trade and Industry (MITI) will issue a preliminary determination within 120 days from the date of initiation. Should the preliminary findings be affirmative, provisional anti-dumping duties will be imposed at a rate deemed necessary to prevent further material injury to the domestic manufacturing sector.
