AI, Sabah’s 40% Share And Food Security Among Parliament Questions

Artificial intelligence regulation, food security, Malaysia Agreement 1963 (MA63), the 40% revenue entitlement for Sabah and university reforms are among the key issues set to be raised in the Dewan Rakyat today.

On AI, Dato’ Wira Dr Ku Abd Rahman Ku Ismail (Kubang Pasu) is asking the Digital Ministry about the Government’s position on calls to slow AI development to allow regulations, ethical safeguards and worker protection plans to be put in place. He also wants to know whether the Government plans to introduce a Malaysian AI Act similar to the EU AI Act for high-risk AI.

Tuan Khoo Poay Tiong (Kota Melaka) is asking the Agriculture and Food Security Ministry about measures to reduce Malaysia’s reliance on food imports, which exceeded RM90 billion in 2025, as well as efforts to tighten food import regulations.

MA63 remains another major issue, with Datuk Willie Mongin (Puncak Borneo) asking the Prime Minister about the latest Federal Government negotiations with Sarawak, particularly on oil and gas regulatory powers. He is also seeking a timeline for unresolved matters including health, education and the proposed increase in parliamentary representation.

On Sabah, Datuk Jonathan Yasin (Ranau) is asking the Prime Minister what concrete action the Federal Government will take to address the state’s 40% revenue entitlement, which he said had not been fully implemented.

The Higher Education Ministry will face questions on the proposed replacement of the Universities and University Colleges Act 1971. Oscar Ling Chai Yew (Sibu) is seeking an update on its repeal, the transition period and the status of new legislation covering university autonomy and academic freedom.

Food supply issues will also feature heavily. Dato’ Seri Amirudin Shari (Gombak) is asking the Agriculture and Food Security Ministry about national food reserves, the impact of the West Asia war on essential food imports and measures to protect food security.

The ministry will also be asked about delays in supplying additional paddy fertiliser to farmers in MADA. Dr Abd Ghani Ahmad (Jerlun) wants the ministry to explain the cause of the delays and what action will be taken against suppliers that failed to meet contractual requirements.

On foreign workers, Tanjung Piai MP Dato’ Sri Dr Wee Jeck Seng is seeking clarification from the Human Resources Ministry following reports that Malaysia could take in about 200,000 Bangladeshi workers within six months. He is also asking about mechanisms for setting and monitoring foreign worker quotas.

The Finance Ministry will face questions on possible changes to the tax system. Datuk Seri Dr Wee Ka Siong (Ayer Hitam) is scheduled to raise concerns over the Government’s study of incorporating GST elements into the SST system, including the impact on consumers and businesses. He is also seeking greater clarity on e-Invoice policy and its compliance costs.

Political funding is also on the agenda. Datuk Idris Ahmad (Bagan Serai) is asking the Prime Minister about mechanisms to prevent foreign funds from being channelled through NGOs or third parties to finance political activities, as well as whether the proposed Political Financing Bill will require disclosure of funding sources and expenditure.

The Economy Ministry will also be asked about Malaysia’s ageing population. Datuk Seri Ismail Sabri Yaakob (Bera) wants to know which ageing-country model the Government is studying and which elements could be adapted as Malaysia prepares for a growing elderly population.

Meanwhile, the Economy Ministry is also scheduled to answer questions on the economic and social impact of haze on public health, agriculture, education, tourism and worker productivity, including mitigation measures for vulnerable groups.

Several Bills are also listed for consideration today, including amendments to the Sports Development Act, Food Act and Prisons Act, while debate is set to continue on the Constitution (Amendment) Bill, the Urban Renewal Bill and the Federal Territories Mufti Bill.
