Petronas Carigali Signs Production Sharing Agreement With Turkmenistan State Enterprise Hazarnebit

Malaysia and Turkmenistan issued a joint statement following discussions between Prime Minister Anwar and Turkmenistan President Serdar Berdimuhamedow, highlighting opportunities to deepen cooperation across energy, trade, technology, education and other strategic areas.

A key focus of the discussions was cooperation in the oil and gas sector, with both leaders recognising the long-standing contribution of PETRONAS to Turkmenistan’s energy industry.

The leaders welcomed the 30th anniversary of the partnership between Turkmenistan and PETRONAS, reaffirming their commitment to building a stronger and more sustainable energy relationship.

Several agreements were signed on 19 June to further strengthen upstream collaboration.

These included a Production Sharing Agreement between State Concern “Turkmennebit”, PETRONAS Carigali (Turkmenistan) Sdn Bhd and State Enterprise “Hazarnebit”.

Also signed was a Cooperation Agreement on carrying out 2D seismic studies between Turkmennebit and PETRONAS Carigali (Turkmenistan), as well as a Confidentiality Agreement between State Concern “Turkmengas” and PETRONAS Carigali International Ventures Sdn Bhd.

The leaders also welcomed the formalisation of a Framework Agreement between the Malaysian and Turkmen governments on long-term cooperation for the development of Turkmenistan’s hydrocarbon resources.

Both sides agreed that Malaysia-Turkmenistan economic ties have significant growth potential and expressed readiness to develop cooperation based on equality and mutual benefits.

They identified transportation, science and technology, innovation, culture, education, tourism and sports as key areas for future collaboration.

The leaders also agreed to maintain regular consultations and strengthen coordination through existing bilateral mechanisms, including the Joint Commission Meeting on Economic, Scientific and Technical Cooperation.

The visit also saw the signing of several agreements aimed at expanding institutional and people-to-people links.

Among them were an Air Services Agreement between both governments, a Memorandum of Understanding (MoU) on cooperation in diplomatic training and scientific exchange, an MoU between “Turkmenhowayollary” State Service and Malaysia’s Ministry of Transport, and an MoU between the Academy of Sciences of Turkmenistan and the Academy of Sciences of Malaysia.

Both leaders welcomed education cooperation agreements signed between Turkmen universities and Universiti Tenaga Nasional (UNITEN), involving institutions such as Turkmen State Institute of Architecture and Construction, Turkmen State Energy Institute and Oguz han Engineering and Technology University of Turkmenistan.

Malaysia and Turkmenistan also highlighted the importance of sustainable development, climate resilience and environmental cooperation.

Both countries expressed readiness to explore collaboration in climate adaptation, green technologies and environmental sustainability, including initiatives under regional and international frameworks.

Prime Minister Anwar expressed appreciation to President Serdar Berdimuhamedov and the people of Turkmenistan for their warm hospitality during the visit.

The leaders said the agreements reached during the visit would serve as a foundation for deeper cooperation and a stronger long-term partnership between Malaysia and Turkmenistan.
