Negeri Sembilan Menteri Besar Datuk Ismail Lasim has said the Proclamation Instrument which purportedly sought to remove Tuanku Muhriz Tuanku Munawir as the Yang Dipertuan Besar of Negeri Sembilan was signed by him under duress.
Ismail said he lodged a police report at about 6pm yesterday to enable the authorities to investigate the matter.
“Referring to the issue of the Proclamation Instrument (the Instrument) which went viral in a media statement on the night of Sept 8, I wish to clarify that the Instrument was signed by me without my consent and under duress,” he said in a statement today.
He said the State Government maintained that the Instrument did not comply with the processes and procedures provided under Article 10 of the Constitution of the State of Negeri Sembilan 1959.
“Therefore, the matter is invalid, unconstitutional and cannot be enforced,” he said.
Ismail said the Negeri Sembilan State Executive Council had also discussed the establishment of a Reconciliation Committee to seek a harmonious and prudent resolution to the issue involving adat based on the spirit of consensus.
He added that the State Government had referred to Article 71 of the Federal Constitution, which provides for the Federation to guarantee the rights and position of the Rulers under the Constitution.
This, he said, was necessary to ensure the dignity and position of Tuanku Muhriz Tuanku Munawir as Yang Dipertuan Besar of Negeri Sembilan remained protected.
“I once again express my full support and unwavering loyalty to Tuanku Muhriz Tuanku Munawir as the sole legitimate and sovereign Yang Dipertuan Besar of Negeri Sembilan,” he said.
The statement follows claims by the Undang Yang Empat that Ismail had signed the Proclamation Instrument on Aug 3 relating to Article 10 of the Negeri Sembilan Constitution 1959. The document was displayed at a press conference last night.
