Economy Ministry Weighs Financing Upgrade To Expand SME Access To Credit

Malaysia’s Special Task Force to Facilitate Business (PEMUDAH) is considering a package of financing enhancements aimed at improving access to funding for micro, small and medium enterprises (MSMEs), including alternative credit assessments, contract- and invoice-based financing and wider government-backed guarantees.

The proposals were discussed at the special task force’s meeting, chaired by Economy Minister Akmal Nasrullah Mohd Nasir alongside Federation of Malaysian Business Associations advisor Datuk Dr Ameer Ali Mydin.

Among the measures under consideration are improvements to work verification processes, faster payments for completed services, wider use of alternative credit assessments and financing tied to contracts and invoices.

The task force is also considering an expansion of guarantees under Syarikat Jaminan Pembiayaan Perniagaan, alongside improvements to payment governance.

The proposed changes are aimed at a segment that accounted for 96.2% of business establishments, or 1.29 million entities, in 2025, while contributing 39.7%, or RM689.8 billion, to Malaysia’s GDP.

PEMUDAH is also reviewing the regulatory framework for Licensed Manufacturing Warehouses to better support industrial research and development activities.

The proposals include establishing a more specialised R&D model tailored to sector requirements. A technical working group on international trade, together with the Malaysia Productivity Corporation, is proposed to lead the initiative and submit recommendations on a new framework to PEMUDAH within two months.

The government said the wider reforms are intended to improve business efficiency, reduce compliance costs and create a more conducive environment for growth and innovation.
