ASEAN has launched a regional energy management certification scheme aimed at strengthening professional expertise, helping businesses and building owners identify qualified energy managers, and accelerating energy efficiency improvements across Southeast Asia.
The Sustainable ASEAN Energy Management Certification Scheme (SAEMAS), unveiled at the 26th ASEAN Energy Business Forum in Manila on Oct 8, establishes common competency standards for energy management professionals across the region.
The initiative supports ASEAN’s target of reducing energy intensity by 40% by 2030, while promoting more effective and sustainable energy management practices.
Developed with support from the ASEAN-Japan Energy Efficiency Partnership Programme since 2022, SAEMAS builds on the earlier ASEAN Energy Management Accreditation Scheme.
The enhanced framework combines theoretical learning, hands-on practical training and energy auditing with competency-based assessments to ensure certified professionals meet regional standards.
Under the scheme, qualified energy management professionals will be listed in a regional register, giving businesses, building owners and governments a reliable benchmark for assessing technical expertise.
The certification is designed to complement existing national programmes while expanding ASEAN’s pool of skilled energy management professionals.
ASEAN Centre for Energy Executive Director Dato’ Ir Ts Razib Dawood said the launch marked a significant regional achievement under the Philippines’ ASEAN Chairmanship in 2026.
The Philippines’ Energy Secretary Sharon S. Garin also welcomed the initiative, highlighting its role in advancing energy efficiency cooperation among ASEAN member states.
During the launch, ACE and the Philippines’ Department of Energy signed a Joint Acknowledgement of Cooperation to support the scheme’s regional implementation.
The event also introduced SAEMAS certification guidelines, training materials, a digital platform and professional certificates.
Thailand, which chairs ASEAN’s Energy Efficiency and Conservation Sub-Sector Network, encouraged member states to adopt the framework according to their national circumstances.
The scheme forms part of the ASEAN Plan of Action for Energy Cooperation 2026-2030, supporting efforts to strengthen energy security, workforce capabilities and sustainable energy management across the region.
