Malaysia’s upcoming National Artificial Intelligence (AI) Action Plan will ensure AI systems are auditable, privacy-safe, secure, and subject to human oversight, Digital Minister Gobind Singh Deo told Parliament today.
Speaking in the Dewan Rakyat, Gobind said every AI model must undergo an audit process to identify accountability in case of misuse or violations. “Personal data protection must be considered from the outset during the design of algorithms, systems and AI applications, and not added later as an afterthought,” he added.
He emphasised the importance of human oversight, or “human in the loop”, to prevent technical errors, discrimination, and bias, noting that AI has not been granted absolute authority.
Gobind’s remarks came in response to Sri Aman MP Datuk Seri Doris Sophia Brodi, who questioned the ethical development of AI concerning privacy rights and digital security.
The minister also outlined the government’s preparation of a Digital Trust and Data Safety Strategy (2026–2030), along with the establishment of a National AI Office and a new Data Commission. These bodies will serve as oversight mechanisms to quickly address risks and uphold accountability.
When asked whether an independent review board would be set up to monitor AI and advanced technologies like facial recognition, similar to Singapore, the United Kingdom, and Canada, Gobind said the proposed Data Commission would fulfil that role. He explained that while the Personal Data Protection Department currently oversees personal data matters, the commission would be a statutory body enforcing compliance with broader AI and data standards.
