The Malaysian Institute of Chartered Secretaries and Administrators (MAICSA) has commended the Federal Government for tabling a progressive and reform-driven Madani Budget 2026, describing it as a pivotal step in reinforcing good governance, institutional integrity, and human capital empowerment across the nation.
In a statement today, MAICSA said the Fourth Madani Budget, themed as the “Rakyat’s Budget,” lays a strong foundation for inclusive and sustainable prosperity built on the values of accountability, transparency, and equity — principles that align closely with MAICSA’s long-standing mission to elevate governance and professional education standards in Malaysia.
Governance at the Core of Malaysia’s Economic Renewal
The association welcomed the Budget’s continued emphasis on governance reform through key legislative and structural initiatives, including the Public Finance and Fiscal Responsibility Act 2023, the upcoming Government Procurement Bill 2025, and the expansion of digital governance tools such as e-Invoicing and MyDigital ID.
These measures, the institute said, signal a strong commitment to curbing leakages, improving fiscal discipline, and rebuilding confidence in Malaysia’s public institutions.
“Good governance is not merely an administrative process — it is the bedrock of economic confidence, social justice, and sustainable growth,” said Dato’ Akbar bin Moidunny, President of MAICSA.
“By embedding transparency, fiscal prudence, and institutional integrity at the heart of policymaking, the Madani Budget 2026 reinforces Malaysia’s credibility as a governance-driven economy.”
Dato’ Akbar added that MAICSA stands ready to support the government’s agenda through professional development, policy dialogue, and continuous education in governance, ethics, and corporate responsibility. Empowering Malaysians Through Education and Lifelong Learning
MAICSA also lauded the government’s RM7.9 billion allocation for Technical and Vocational Education and Training (TVET) and related upskilling initiatives, noting that such measures demonstrate an understanding of the link between human capital and long-term economic transformation.
“The Government’s focus on human capital development is closely aligned with MAICSA’s mission to nurture competent, ethical, and future-ready professionals,” said Mr. Justin Anthony, Chief Executive Officer of MAICSA.
“Through our Chartered Governance Qualifying Programme (CGQP) and specialised training in governance, risk, and compliance, MAICSA equips professionals to stay ahead — enhancing employability while contributing to stronger, more transparent organisations.”
Mr. Justin added that MAICSA will continue to collaborate with universities, regulators, and corporate partners to expand access to governance education, particularly for young Malaysians seeking professional qualifications aligned with the country’s digital and upskilling agenda.
Strengthening Oversight and Institutional Capacity
The institute also applauded the Budget’s RM700 million allocation to strengthen regulatory and enforcement capacity across agencies, describing it as a crucial step toward ensuring consistent application of rules and fair competition in both the public and private sectors.
“Stronger enforcement and institutional oversight are vital to ensure that governance reforms translate into measurable outcomes — greater transparency, fair competition, and improved integrity,” MAICSA said.
