The Penang government expects to gazette the Seberang Perai Local Plan 2030 (RT Seberang Perai 2030) by October, marking a major milestone in shaping the future development of the mainland and providing a comprehensive framework for land use and urban planning.
Chief Minister Chow Kon Yeow said the plan, which will be the first gazetted local plan covering Seberang Perai, would serve as the primary guide for physical development, ensuring optimal land use while balancing economic growth with community needs.
Chow said the completion of the gazettement process would represent a significant achievement after years of planning and consultation.
He noted that the public exhibition stage for the local plan has already been completed and the state government is now moving towards the final gazettement process.
The plan is expected to provide greater certainty for investors, developers and local communities by establishing clear guidelines on land use and future development priorities across Seberang Perai.
Once the local plan is gazetted, applications to change land use zoning will continue to be permitted but will be subject to a more structured legal process.
Chow said rezoning applications would no longer be handled on an ad hoc basis. Instead, proposals would require public exhibitions and public hearings before any decision is made.
