The Securities Commission Malaysia (SC) and Hong Kong’s Securities and Futures Commission (SFC) have launched simplified regulatory procedures allowing companies to pursue simultaneous listings in Malaysia and Hong Kong through a single application submission and single listing document.
The new Single Submission Arrangement operationalises the simplified dual IPO listing framework outlined in a memorandum of understanding signed by the two regulators on July 23, 2026.
Under the framework, an applicant seeking a primary listing on either the Main Board of the Stock Exchange of Hong Kong (SEHK) or the Main Market of Bursa Malaysia Securities Bhd, together with a simultaneous secondary listing on the other market, will only need to make one coordinated submission.
The arrangement is aimed at reducing regulatory duplication and compliance costs at the IPO application stage.
Key features include a single listing document that can be used to satisfy the statutory and listing requirements of both markets, as well as a centralised submission process that removes the need for separate applications in Malaysia and Hong Kong.
The SC, SFC and SEHK have also established dedicated dual-listing review teams and coordinated regulatory processes to align review timelines, streamline queries and provide direct contact points for applicants and their advisers.
SC Chairman Dato’ Mohammad Faiz Azmi said the framework reflects the strong regulatory partnership between Malaysia and Hong Kong and their shared objective of improving capital market connectivity.
“By streamlining regulatory processes and reducing duplicative submissions, this initiative will enhance access to cross-border fundraising opportunities and broaden investor reach,” he said.
He added that connecting Malaysia with Hong Kong would further strengthen the attractiveness of both markets as investment destinations.
SFC Chief Executive Officer Julia Leung said the arrangement provides businesses in both markets with a clearer route to reach international investors and deeper pools of capital while maintaining investor protection.
To support implementation, the SC has published guidance for Hong Kong companies seeking a Main Market listing on Bursa Malaysia, while the SFC has issued a circular covering the Single Submission Arrangement.
SEHK has also issued an explanatory note on compliance by Malaysia-incorporated companies with core shareholder protection standards and related matters.
