HR Ministry Releases Guidelines For Flexible Work Arrangements

The Ministry of Human Resources (MOHR) today launched the Guidelines for Flexible Work Arrangements (FWA), a continuation of the government’s efforts to empower workers and help employers optimise human resources and reduce operational costs.

The guidelines, aligned with the enforcement of the 2022 amendments to the Employment Act 1955, grant employees the right to request flexible work arrangements under sections 60P and 60Q. These guidelines serve as a mechanism for implementing FWA, providing crucial information for both employers and employees. Key elements include the definition of FWA, the process for implementing it, application procedures, and the responsibilities of both parties in the execution of FWA.

In addition to the creation of these guidelines, MOHR, in strategic collaboration with the Department of Labour Peninsular Malaysia and Talent Corporation Malaysia Bhd (TalentCorp), will continue to provide guidance on implementing FWA to meet the evolving needs of the workforce, technological advancements, and specific target groups.

The collaboration has already received positive feedback from industry players and stakeholders, with TalentCorp actively supporting employers since 2015 in the adoption of FWA. TalentCorp has provided necessary tools, information, and workshops, assisting over 2,826 organisations and 565,210 workers by October 2024, demonstrating the potential for transformation through flexible work practices.

A workshop held following the launch was attended by 500 participants from companies and government departments, helping them understand and implement FWA in their organisations. MOHR called for continued support from all parties to promote work-life balance and further embed flexible working arrangements across various sectors.
