Budget 2027 To Focus On 10 Economic Priorities Under 13MP

Budget 2027 will be formulated around 10 focus areas aligned with the priorities of the 13th Malaysia Plan (13MP), the Ministry of Finance (MOF) said.

In its Pre-Budget Statement 2027 released today, MOF said the people would remain the overarching priority, with measures aimed at easing living costs, raising incomes, creating quality jobs and improving living standards.

The government will also focus on reducing regional development gaps, particularly in Sabah, Sarawak, rural and interior areas, while strengthening targeted subsidies and social assistance based on clearer eligibility criteria and household data.

MOF said Budget 2027 would continue protecting the purchasing power of vulnerable groups through programmes including Sumbangan Tunai Rahmah (STR), Sumbangan Asas Rahmah (SARA) and BUDI MADANI subsidies, alongside measures to stabilise essential goods prices.

The Budget will also review the adequacy and sustainability of Malaysia’s social protection system, including coverage under the Employees Provident Fund (EPF) and Social Security Organisation (PERKESO), with greater protection for informal and gig workers.

Other priorities include strengthening education and healthcare, particularly TVET, STEM, digital and AI skills, while improving access to affordable healthcare and reducing congestion at public facilities.

On fiscal management, MOF said the government would balance fiscal discipline with supporting economic growth by improving subsidy management, spending efficiency, tax compliance and public-sector governance.

Budget 2027 will also prioritise higher-value investments and jobs in strategic sectors including semiconductors, AI, digital technology, energy transition, pharmaceuticals, logistics and aerospace.

The government will further focus on clean energy, agricultural productivity, flood mitigation, disaster preparedness and climate adaptation.

Budget 2027 is scheduled to be tabled in the Dewan Rakyat on 9 October 2026. Feedback and proposals can be submitted through the Budget portal from today.
