ASEAN Targets Greener Buildings With New Regional Efficiency Drive

The ASEAN Centre for Energy (ACE) has officially launched the Programme for Energy Efficiency in Buildings in ASEAN (PEEB ASEAN), a four-year initiative to tackle the region’s growing energy consumption in the building sector.

Funded by France via the Agence Française de Développement (AFD), the programme aims to support ASEAN’s shift towards more energy-efficient and climate-resilient buildings. A kick-off meeting was held in Selangor, Malaysia, on 19 May 2025, bringing together representatives from nine ASEAN Member States, the ASEAN Secretariat, and various international partners.

Buildings in ASEAN accounted for 23% of both total final energy consumption and energy-related CO₂ emissions in 2020. Without intervention, energy use in this sector is projected to grow by 90% by 2050. PEEB ASEAN is designed to directly address this challenge, aligning with ASEAN’s goal to reduce energy intensity by 32% by 2025 under the ASEAN Plan of Action for Energy Cooperation (APAEC).

The programme will focus on four key areas: strengthening energy efficiency policies, improving access to knowledge through a digital hub, building capacity among decision-makers, and executing targeted activities in selected countries.

Governance will be led by a Programme Steering Committee comprising representatives from the ASEAN Secretariat, ACE, AFD, and national energy focal points. Technical Working Groups will support country-level activities and stakeholder engagement.

PEEB ASEAN will also run public outreach initiatives including webinars, competitions, and publications to increase awareness and promote sustainable practices in the building sector. The programme runs through to June 30, 2028.
