China To Halt Dual-Use Item Exports To 10 US Firms In Response To Pentagon’s Ban List

China’s Ministry of Commerce has announced the addition of 10 United States entities, including defence and technology-related companies, to its export control list, citing national security concerns and international non-proliferation obligations.

The ministry said the move was implemented in accordance with China’s Export Control Law and regulations governing the export control of dual-use items — goods, technologies and services that may have both civilian and military applications.

The affected US entities include Aveox, Inc., Red Cat Holdings, Inc., Teal Drones, Inc., IMSAR, Jaia Robotics, Inc., Ball Aerospace & Technologies Corp., Oshkosh Defense, L3Harris Maritime Services, Inc., MP Materials Corp., and USA Rare Earth, Inc.

Under the new restrictions, Chinese export operators are prohibited from exporting dual-use items to the listed entities, effective immediately.

The ministry also stated that organisations and individuals from any country or region are prohibited from transferring or providing dual-use items originating from China to the listed companies.

“Relevant ongoing export activities shall be immediately halted,” the ministry said, adding that strict compliance with the decision is required.

In a separate statement, a spokesperson from the Ministry of Commerce said the action was taken after the United States government added additional Chinese companies to a list associated with the Chinese military.

The spokesperson stressed that no export operators should violate the restrictions and warned that exports of dual-use items to the 10 US entities would not be permitted.

The latest move adds to growing technology and trade tensions between the world’s two largest economies, as both sides continue to tighten controls over strategic industries, advanced technologies and supply chains.
