Transport Ministry Says It Has Identified Land For TOD Along LRT3

The Ministry of Transport has identified several key areas around stations along the LRT3 Shah Alam Line for Transit-Oriented Development (TOD), as part of efforts to maximise land use and support integrated urban growth.

Transport Minister Anthony Loke said the identified locations include Sri Andalas, Kayu Ara, Bandar Bukit Tinggi and Johan Setia, which have sizeable land parcels suitable for commercial development and affordable housing projects.

He said the traditional “park and ride” model often results in underutilised land, as large parking facilities serve only a limited number of users at any one time.

“Previously, it was just park and ride, but the land was not optimised because even if it is for 600 cars, it only benefits 600 people as they occupy the space throughout the day. So we need to look at how to optimise land use, and that is the government’s policy through TOD,” he said.

Loke was speaking at a press conference after the launch of the LRT3 Shah Alam Line in Klang, which was officiated by Prime Minister Datuk Seri Anwar Ibrahim earlier today.

Also present were Agriculture and Food Security Minister Datuk Seri Mohamad Sabu, Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar, and Selangor Menteri Besar Datuk Seri Amirudin Shari.

The minister said TOD projects in the identified areas would involve collaboration with private sector partners to ensure surrounding communities benefit from development linked to the new rail infrastructure.

He added that Prasarana Malaysia Berhad has also proposed adding five additional stations along the Shah Alam Line, namely Tropicana, Raja Muda, Temasya, Bukit Raja and Bandar Botanik. Construction is expected to begin by the end of the year.

Earlier, Prime Minister Anwar Ibrahim had emphasised the need to develop land owned by Prasarana near public transport stations into affordable housing projects under the TOD framework. He also stressed that developments should include adequate parking facilities and spaces for small and medium enterprises.

The Prime Minister said such integrated planning would help reduce commuting costs, increase public transport usage, and potentially improve commercial returns from surrounding developments.

The LRT3 Shah Alam Line, which runs from Bandar Utama to Johan Setia, is expected to serve around two million residents along its 37.8-kilometre corridor.

Prasarana Malaysia Berhad is targeting a daily ridership of 67,000 passengers in the first year of operation, rising to 117,708 within five years.
